This presentation explores the real-world application of the CSA Z317.2 Standard, Special requirements for heating, ventilation, and air‑conditioning (HVAC) systems in health care facilities. It will highlight where local practices and international guidelines intersect and conflict. We will look into the standard adoption with the City of Winnipeg and the key gaps between this standard and ASHRAE guidelines. A look at the hurdles for code officials and the current compliance expectations.

Xiaowen (Sherwin) Hao | P.Eng., M.Eng., CBCO, LEED AP BD+C

Xiaowen Hao is the Section Head of Mechanical Plan Examination in the Planning, Property and Development Department, a role he has held since 2012. He brings over three decades of professional expertise in mechanical systems design, building code compliance, and municipal administration.

A contributor to national standards, Xiaowen has served as a voting member on the Standing Committee for HVAC and Plumbing across two national code cycles and currently sits on the National Model Code Committee (NMCC) on Indoor Environment for the 2030 Code Cycle.

In February 2024, he was appointed as an Adjudicator under Manitoba’s Permit Dispute Resolution Act.

Prior to his current role, Xiaowen spent years as a senior consulting mechanical design engineer, leading system designs for complex healthcare facilities—including the Selkirk Regional Health Centre, which earned LEED Gold certification
